Government spending is controlled, regulated and made transparent to the public through the adherence of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) The Law's primary purpose is to undergo an ongoing effort to achieve balance between the need for efficiency and flexibility and the need to assure high ethical standards in government while promoting an open and free competitive bidding and purchasing process. The role of the Qualified Purchasing Agent is to ensure that public purchasing is conducted in the best interests of the public body. The purchasing of goods and services should take into consideration the right quality, quantity, price, time, source and manner.
