Alteration of the Interior of the New Municipal Building – 43 Lower Landsdown Road

 

NOTICE TO BIDDERS

            Notice is hereby given that sealed bids will be received by the Township Clerk for the alteration of the interior of the New Municipal Building, located at 43 Lower Landsdown Road.   Bids will be opened and read in public at the Municipal Building, 202 Sidney Road, Pittstown, New Jersey 08867, on July 6, 2023, at 10:00 a.m. prevailing time.

Due to the size and sensitive nature of the floor plans and architectural and plumbing specifications, said documents are not being provided with the bid packet and will be available upon request.  Upon receipt thereof, these documents will be considered as Exhibit A.

IT SHALL BE THE BIDDER’S RESPONSIBILITY TO OBTAIN ALL NECESSARY DOCUMENTS FROM THE TOWNSHIP CLERK.  FAILURE TO OBTAIN SAID DOCUMENTS WILL NOT BE GROUNDS FOR AN EXTENSION TO SUBMIT BIDS.

Bids must be enclosed in sealed envelopes, bearing the name and address of bidder, the statement “Alteration of the Interior of Municipal Building” and be addressed to Township Clerk, 202 Sidney Road, Pittstown, New Jersey 08867, and must be accompanied by bid security (bid bond, cashier’s check or certified check) for not less than ten (10%) percent of the amount bid, provided said security need not be more than twenty thousand dollars ($20,000.00), and be delivered at the place on or before the hour named above.

Please read all of the requirements of the Bid Specifications very carefully, as those requirements will be strictly enforced.  Bidders are required to comply with the requirements of P.L. 1975 C.127 relating to affirmative action antidiscrimination program and N.J.S.A. 52:25-24.2, which requires that each bid must be accompanied by a list of stockholders or partners, including full names and addresses.  The Township reserves the right to reject any and all bids or to waive irregularities in the bidding if it is in the best interest of the Township to do so.  No proposals may be withdrawn for a period of sixty (60) days after the date specified, or any authorized postponement for opening and reading of proposal.

Bidder will also submit an agreement or surety providing that the surety company will provide the performance bond required by the specifications.

Bidder shall supply with the bid a non-collusion affidavit swearing that there has been no collusion with other bidders in the preparation of bids.

We strongly recommend the contractors attend the walk-through which will be conducted on Monday, June 12, 2023, at 10:00 a.m. at the job site located at 43 Lower Landsdown Road, Pittstown, New Jersey.  Only two (2) representatives will be allowed to represent the bidder at this walk-through.

Bidders are encouraged to submit any and all questions, in writing, to the Township Clerk, via email at clerk@franklin-twp.org, no later than two (2) weeks prior to which the bids will be opened.  Any questions submitted after the specified time period will not be answered.

Bidders shall submit a list of all subcontractors intended to be utilized during the duration of the project.  Such list shall be amended if a new subcontractor is retained following the award of the Contract.

The Township reserves the right to reject any and all bids and to waive any minor irregularities or informalities in the bids.

JOB DESCRIPTION

The project will consist of renovating a former church into municipal offices.  The existing structure is a “Morton” type metal building frame with half height masonry walls and metal panel exterior.  The overall area is approximately 9,300 square feet. The work includes the following: preparing the areas for new interior walls, doors, and ceilings.  The existing HVAC system will be modified to support the new use.  Some preliminary plumbing work will include a new single use toilet room that is barrier-free and compliant that will be in the future police department area.  General electrical work to be done includes lighting, outlets, switches, etc.
